Thanks to Tarvis, I got to play this recently. I totally loved it, it was awesome. The missions were varied and were a shit ton of fun. I still haven't beat the main story of GTA IV, and I think TBOGT shed light on why I don't enjoy the main game as much the other GTAs. The characters in TBOGT are pretty damned funny. They're written well and came off as a lot more personable than any of the people in the main story. It makes me want the other expansion.
If you liked GTA IV, you should definitely get this.
