i thought i remembered reading about a collectors edition that came with a cloth map instead of a paper one, but I may be mistaken.

If you preorder it, you get the cloth map. It doesn't have to be collector's edition. That's what was said on The (Official) Elder Scrolls Facebook page anyway.
